10. 一般資訊
General Information

本章作為召集和消防操演時所使用的火災應變場景提供了指導。此外,本章也強調了船員為有效面對火災而應採取的關鍵措施。
This chapter offers guidance in the development of fire response scenarios to be used during musters and fire drills. Furthermore it reinforces the vital actions to be undertaken in order that the crew can mount an effective response.

本消防訓練手冊旨在加強和複習所有船員必須接受的基本消防訓練知識。
The purpose of this fire training manual is to reinforce and refresh the knowledge you gained during your basic fire training that all crew has to go through.


船上所有船員必須接受最低限度的消防訓練,訓練內容應包括:
All members of crew on ship must undergo a minimum requirement of fire training that must include the following:

1. 發生火災時應採取的措施
Actions to be taken in the event of fire

實施訓練也必須包括:

10.2 消防演習與熟悉情況
Fire drills and familiarisation

定期在船上非火災情況下進行消防程序演練,有助於船員熟悉消防設備的使用和程序,並有機會演練各種情境的發展。
The regular practice of fire procedure on ship in non fire conditions is a valuable aid in keeping the crew familiar with the use of fire equipment, procedures, and gives the chance for various scenarios to be developed and practised.

當消防設備需要維護時,消防操演往往是一個進行全面「動手操作」的理想機會,這通常涉及設備的排放測試,特別是手提式和半便攜式滅火器。
It is often an ideal opportunity to have full “hands on” fire drills when fire fighting equipment is due for maintenance which often involves the test discharge of equipment, especially portable and semi portable fire extinguishers.

The drill focusing on establishing of a water supply to the fire with hose, hose handling and good teamwork, practicing the chisel type nozzle for extinguishing inner fire in container, emergency fire pump startup procedure. If dangerous cargo caught fire, the dispose procedures for dangerous cargo spillage, crisis response to toxic substance spreading, first aid treatment for crew inhaling the toxic gas or contacting the corrosive substance.

 

廚房滅火操演:
Galley fire drill:

操演重點包括:住艙內部滅火程序;練習關閉電源、機械通風和風門;在停電情況下的密閉空間搜救;以及受傷船員的急救處理。
The drill is focusing the inside of accommodation fire extinguishing procedures, practicing shut down the power supply, mechanical ventilation and air dampers, enclosed space search and rescue in black out condition, first aid treatment for wounded crew.

Engine space fire drill:

The drill is focusing the oily-fire and/or the electric-fire extinguishing procedures, establishment of a hose, eductor, supply of foam concentrate, smoking space search and rescue, how to deal with the on-scene commander disabled situation, practicing radio communication skills and general teamwork, first aid treatment for wounded crew, the purifier room CO2 releasing procedures.

每次操演都應事先做好周密的計劃,並盡量減少對船舶的干擾。確保團隊中所有船員每次都有不同的任務,以便他們能夠練習不同的技能,包括使用自給式呼吸器、皮龍操作、搜救和滅火。
Whenever a drill is carried out, it should be well planned before hand and conducted with the minimum of disruption to the ship. Ensure all crew members on the teams have different tasks each time so they are able to practice different skills of BA, hose handling, search and rescue and fire fighting.

所有操演都必須進行全面的記錄,詳細記載操演的性質、參與者以及其他相關細節。
A comprehensive record of all drills conducted must be kept detailing the nature of the drill, who took part and any other pertinent information.

Evaluation of crew members and training

Whenever a drill is planned, it should be planned to take into account specific risks, likely emergencies and layout of the vessel in question.

操演結束後,應評估每位船員的優缺點,並在下次操演時專注於改進。
When a drill is complete, evaluation should be made of the strengths and weaknesses of each crew member and focus on improving these the next time a drill is organised.

如果時間允許,也可以透過簡單的口頭或書面考試來測試船員的理解程度。
It may also be a good idea, time permitting, to use simple oral or written examinations to test crew members' understanding.

 

10.3 一般戰術程序
General tactical procedures

發現火災時:
On discovering a fire:

1. 拉響警報。
Sound the alarm.

2. 通知駕駛台或值班船副並提供以下資訊:
Inform the Bridge or the Officer of the Watch and provide the following information:

a. 火災位置。
Location of the fire.

b. 火災範圍。
Extent of the fire.

c. 燃燒物。
What is burning.

d. 目前火災情況。
The present exposures.

e. 已採取的措施。
The action already taken.

 

發現門、密閉空間或置物櫃冒煙時:
On discovering smoke issuing from a door, enclosed space or locker:

1. 拉響警報。
Sound the alarm.

2. 關閉所有門、舷窗等。
Shut all doors, ports, etc.

3. 關閉通風系統並關閉擋風板。
Shut down ventilation and close dampers.

請記住,在任何情況下,當通用警報響起時,應立即前往指定的緊急召集點。採取一切必要措施,在不危及自身安全的情況下,保護生命和船舶安全。
Remember in all cases, when the general alarm sounds, proceed to your designated emergency muster stations without delay. Take all necessary actions without endangering yourself to protect life and the vessel.

Using a portable fire extinguisher

絕大多數火災都是從小規模開始的,在早期階段,使用手提式滅火器可以輕鬆的控制甚至撲滅。船上各處都配備了手提式滅火器,船上任何人都有權使用。但是,根據火災風險評估和船上位置,船上會提供多種不同類型的滅火器,以下是一些關於何時以及如何使用這些滅火器的簡單規則。雖然滅火器的應用和使用方法,已在岸上基本訓練和船上消防操演中練習,但以下仍提供一些複習要點。
The vast majority of fires start small, and when they are in this early stage they can readily be controlled or even extinguished with portable fire extinguishers. Portable fire extinguishers can be found throughout the ship and anyone on board has the authority to use them. However depending on the fire risk assessment and location within the ship, a number of different types of extinguisher will be provided and a few simple rules on when and how to use them are given below. Although the application and use of extinguishers will have been practiced in basic training shore side and through fire drills onboard, some refresher points are provided below.

In essence, all portable fire extinguishers operate the same way and the correct procedure can be remembered by the acronym P.A.S.S.

Pull the pin.

Pull the Pin at the top of the extinguisher. The pin releases a locking mechanism and will allow you to discharge the extinguisher.

Aim at the base of the fire, not the flames. This is important - in order to put out the fire, you must extinguish the fuel.

 

控制桿
Squeeze the lever

Squeeze the lever above the handle to release the extinguishing agent in the extinguisher. If the handle is released, the discharge will stop.

Sweep the nozzle

Using a sweeping motion, move the fire extinguisher back and forth until the fire is completely out. Operate the extinguisher from a safe distance, several feet away, and then move towards the fire once it starts to diminish. Be sure to read the instructions on your fire extinguisher - different fire extinguishers recommend operating them from different distances. Remember: Aim at the base of the fire, not at the flames!!!!

All modern extinguishers are operated in the upright position. Although some variations in operation may be met, in general the operation of all portable fire extinguishers never involves more than the four simple steps stated above and the operating instructions are always clearly printed on the front of the extinguisher. Take a few minutes to check how the extinguishers on your ship operate - it will save you critical seconds in a fire.

Fire fighting technique with extinguishers

Now that we have looked at how to operate a portable extinguisher, let's now review the most effective ways to use them on fires, but before we do, remember the golden rule:

Never attempt to fight a fire with an extinguisher unless it is in its earliest stages, never do so if there is the slightest risk to yourself or others.

If you do decide to fight a fire with an extinguisher, make sure you do the following first:

1. 發出警報並通知當值船副(OOW)
Raise the alarm and inform OOW (Officer of the watch)

Make sure the escape route is behind you and clear

It is a good idea to have a ship mate help you and back you up with another extinguisher for your own safety and to give a better chance of successfully extinguishing the fire.

Never stop discharging the extinguisher until all the flames are extinguished. Never release the extinguishing agent in short bursts.

In general, stand back from the fire about 2-3 metres (6-10 feet) and check that your escape route is clear. Keep low if there is smoke. Remember if there is a lot of smoke the fire may be too big for you to tackle with an extinguisher!

Aim the nozzle of the extinguisher at the point of the fire nearest to you and start discharging the extinguishing agent. Sweep the discharge side to side rapidly across the area of the fire towards the back of the fire until all the flames are extinguished. If the fire is spreading vertically, start at the bottom and work your way up, again discharging from side to side.

 

撲滅小型油類火災
Fighting a small oil fire

油類或易燃液體火災屬於B類風險,因此適當的滅火器包括泡沫、乾粉(化學乾粉)或二氧化碳(CO2)。
Oil or flammable liquid fires are a Class B risk so suitable extinguishers to use are foam, dry powder (dry chemical) or carbon dioxide (CO2).

使用乾粉或二氧化碳時,只需按照前面描述的通用方法即可 - 將滅火劑噴射到火源最近的邊緣,然後快速左右掃射,驅散火焰。
When using powder or carbon dioxide, simply use the general method as described before - aim the discharge of agent at the nearest edge and sweep side to side rapidly driving the flames away.

With foam however, this technique is not the most efficient. When using foam on Class B fires it is best to apply it using gentle or indirect fire extinguishing techniques. (as described below)

Gentle technique:

1. 遠離火源,至少保持5至6公尺(15-19英尺)的距離。
Stand well back from fire - at least 5 to 6 metres (15 -19 feet).

2. 將滅火器噴頭對準火源上方的空氣。
Aim the extinguisher nozzle into air above the fire.

3. 噴灑泡沫劑,並調整噴射角度,使泡沫劑像雨般噴灑在火源上。
Discharge the foam agent and adjust the angle of jet so that the foam rains down onto the fire.

This method can be difficult to achieve if space is limited and the procedure does require some practice to be successful. For internal fires, it is often easier to aim the jet at the underside of a deckhead or other horizontal member above the fire and let the foam agent rain down.


間接滅火技術:
Indirect technique:

1. 將泡沫噴射到附近的垂直表面,例如艙壁、船板或其他適當的隔板,甚至是火災正前方的甲板。
Direct the jet of foam at a nearby vertical surface such as a bulkhead, plating or other suitable division, or even the deck just in front of the fire.

2. 繼續噴射,使泡沫累積並蔓延至火災表面。
Continue to discharge allowing foam to build up and spread over fire surface.

請記住,大多數現代泡沫滅火器都配有噴頭,因此,即使無法使用溫和或間接的泡沫滅火技術,也可以將泡沫直接噴射到液體的燃燒表面上。
Remember that most modern foam extinguishers are now fitted with a spray nozzle, so that in the event of being unable to exercise the gentle or indirect techniques of applying foam extinguishing agent, the discharge can be applied directly to the flaming surface of the liquid.


撲滅小型電氣火災
Fighting a small electrical fire

在涉及帶電電氣設備的火災中,最佳手提式滅火器是二氧化碳 (CO2)
In fires involving live electrical equipment, the best portable extinguisher to use is carbon dioxide (CO2).

嚴格來說,電本身並不屬於火災類別,而是其他火災類別的混合。帶電電設備的存在,會使任何火災更加危險,因為消防員有觸電危險,並且在較小程度上還有復燃危險。
Strictly speaking, electricity is not a class of fire, but a complication to the other fire classes. The presence of live electrical equipment will render any fire much more dangerous as there is a risk of electrocution to the fire fighter and, to a lesser extent, a risk of re-ignition.

When a fire does occur in electrical equipment, it is the other materials present that make up the apparatus that burn, such as circuit boards, cable insulation, etc, and in some cases oil. If the power is isolated beyond all doubt, then water could be used in theory, but in practice this is not recommended as there is an electric shock risk if the equipment is re-energised before it is thoroughly dried out. Furthermore, water can cause disproportionate damage to electrical equipment. This also applies to foam and powder. Powder can be used on live electrical equipment up to 1KV but it does cause extensive damage and it does not penetrate small enclosures well.

When a fire does occur in electrical equipment, the correct course of action is:

1. 如果可能,請關閉或隔離電源。
If possible, turn off or isolate the electrical supply.

2. 將二氧化碳滅火器的噴頭對準外殼或機櫃的任何開口。
Direct the discharge horn of the CO2 extinguisher into any opening of the enclosure or cabinet.

3. 將滅火器內的全部滅火劑噴入外殼內。切勿短促噴射。
Discharge the entire contents of the extinguisher into the enclosure. Do not use short bursts.

4. 如果尚未關閉電源,請立即關閉電源。
Turn off the power if not already done so.

Some types of electrical fire can be very difficult to extinguish, especially those involving transformer windings or bundles of cable, so stand by with additional appliances in case of re-ignition. Application of water AFTER the power has been proven isolated may be needed in these cases to ensure total extinguishment.

 

使用滅火毯
Using a fire blanket

滅火毯適用於撲滅可能發生在廢紙簍、油炸鍋、煎鍋等小型A類和B類火災,這些物體通常位於廚房和茶水間。滅火毯也是撲滅衣物著火的首選滅火器。
A fire blanket is suitable for extinguishing small Class A and Class B fires that can occur in waste paper bins, deep fat fryers, frying pans, etc. and will be often found located in galleys and pantries. A fire blanket is also the first choice to extinguish a person who clothes are on fire.

滅火毯通常安裝在艙壁上,並裝在塑膠或金屬容器中。只需抓住並拉動懸掛在容器底部的兩條拉帶即可釋放。在大多數滅火毯設計中,這兩條拉帶也用作將滅火毯敷在火上的手握帶。
Fire blankets are usually bulkhead mounted and packed in plastic or metal holders. They are released by simply grasping and pulling the two tapes hanging from the base of the container. In most designs of fire blanket these tapes also serve as handles for applying the blanket to the fire.

To extinguish a fry pan fire:

1. 抓住拉帶,將滅火毯往下拉。

2. 轉身面向火源,握住毯子的拉帶,保護手、臉和身體。
Turn to face the fire and hold the blanket by the tapes to shield your hands, face and body.

3. 慢慢走向火源,將毯子蓋在火上。
Slowly walk towards the fire and drape the blanket over the fire.

4. 如果尚未關閉熱源,請先關閉,待其冷卻至少30分鐘後再取下毯子。
Turn off the heat source if not already done so and leave to cool for at least 30 minutes before removing the blanket.

 

撲滅著火衣物的方法:
To extinguish a person's clothing that is on fire:

1. 拉出滅火毯,抓住拉帶。Release the blanket and hold by the tapes.

2. 用滅火毯裹住受害者。Wrap the blanket around the victim.

3. 將受害者按倒在地。
Force the victim to the ground.

4. 用滅火毯將受害者捲起,然後輕拍以撲滅火焰。
Roll them and pat the fire out.

5. 火熄滅後,用水冷卻。
Cool them with water after the fire has been extinguished. 


皮龍操作技巧
Hose handling techniques

The handling of hose to get water to a fire can often be just as challenging as fighting the fire itself. Fire hose in its uncharged lay-fiat state is relatively easy to handle, but when fully charged with water under pressure the situation becomes somewhat more difficult.

A fully charged 2.5 inch hose is very immobile, not only due to its weight but due to its inflexibility. As an example, a 30 metre (100ft) length of 2.5 inch charged hose normally needs a team of six fire fighters to manoeuvre it properly. It is for this reason that 2.5 inch hose is not used to connect to branch pipes and nozzles unless their capacity is rated at 100 gallons per minute or more.

However, 2.5 inch hose can still be used to get the water from the hydrant to the scene of the fire, but the final length of hose that the fire fighters are actually handling should be 1.5” or 2” inch. This is why 2.5” hose is often known as “delivery” hose. Not only can it deliver large volumes of water to the scene of the fire, it does so with the minimum of hydraulic pressure loss.

When fighting a fire with hose lines, one team of two fire fighters should be at the branch or nozzle, and the other two feeding the hose. Despite the robust appearance of fire hose, it is surprisingly fragile and the actions of a frustrated branch team, heaving on a hose to get it over an obstacle or around a tight corner, will probably result in the hose splitting. For that reason, it is important to have a second team guiding and tending the hose.

Unless operational circumstances dictate otherwise, a hose is not charged with water until the fire fighters are at or in the zone of the fire. A fire fighter can advance to the scene of the fire with an uncharged hose a lot quicker than with a charged hose for the reasons mentioned.

In fire fighting where speed, simplicity and reliability are key issues, instantaneous couplings are the preferred fittings on hose and equipment.

The vast majority of lay-flat fire hose throughout the world and aboard ship is fitted with instantaneous couplings. These are composed of male and female couplings that simply just push together and lock automatically using a latch type arrangement. They are released by depressurising the hose and twisting the toggle on the female coupling through a 1/4 turn.

It is important to remember that a length of charged fire hose can be very dangerous in untrained hands and is capable of inflicting serious injury if care is not taken. Some of the accidents that can occur are detailed below:

Fire fighters ordered to wear Breathing Apparatus at an incident shall:

Check that the apparatus is functioning correctly.

In such cases, the machinery space remote shutdowns and quick-closing valves are to be operated, ventilation stopped with dampers shut and the space closed up in readiness for discharge of the fixed fire suppression system. Maintain all emergency electrical supplies.

Advise nearest RCC of ship's situation and maintain communication reports.

A backdraft is an explosive event at a fire resulting from rapid re-introduction of oxygen to combustion in an oxygen-starved environment, for example, the breaking of a window or opening of a door to an enclosed space. Backdraft, on the other hand, are caused by the introduction of oxygen into an enclosure that may already be hot enough for ignition; thus, backdraft is triggered by chemical change.

Flashover of this condition is not backdraft as they are triggered by thermal change.

Close dampers in exhaust duct(s) and shut down exhaust fans.

Determine the best extinguishing procedure for the cargo concerned. Seek advice from company.

1. 當船舶在港口期間,船長務必了解發生火災時應聯絡誰。雖然船長對其船舶負有整體責任,但船舶在港期間,任何火災都必須報告港口當局。在某些港口國,如果岸上消防隊的指揮官認為岸上人員的生命安全或財產受到威脅,他們可能直接會接管船上滅火行動。
When in port, it is essential that the ship's Master knows who to contact in the case of a fire. Although the master has overall responsibility for his vessel, but when in port any fire must be reported to the port authority. In some port States, the shore side fire brigades may assume control of the fire fighting operation if their commanding officers feel that there is a threat to life safety or property on shore.

2. 因此,船長不應草率決定使用固定式二氧化碳(CO2)滅火系統。最好先諮詢當地消防隊或港口當局,並確保所有訪客或碼頭工人都已撤離船舶。
Therefore, the Master should not make decision to apply fixed CO2 extinguish system rashly. It is better to consult with the local fire brigades or port authority and ensure that all visitors or stevedores are evacuated from the ship.

甲板貨櫃滅火操演模擬情境:
Fire-fighting drill scenario for on deck container fire:

1. 假設甲板某處貨櫃起火燃燒。
To simulate a container catches on fire at somewhere on deck.

2. 當班人員應先確認發生火災,然後啟動General Alarm並廣播全體船員就救火部署。
The Duty Officer should confirm the fire accident first then sound “General Alarm” and broadcast to all crew members to mobilize fire-fighting muster.

3. 船長上駕駛台擔任救火總指揮並先以望遠鏡觀察甲板起火狀況,然後攤開General ArrangementFire control planStowage planDG cargo manifest確認火場位置及六個鄰接面的環境,並研判火場判附近是否有危險貨。
The Master goes to the bridge as a fire-fighting general commander and use binoculars to survey the fire condition first, then unfolding the “General Arrangement”, “Fire Control Plan”, “Stowage plan” and “DG cargo manifest” to check the place of fire and its six adjacent boundaries and to distinguish whether have dangerous cargoes in the vicinity or not?

4. 全體船員應攜帶指定救火裝備至指定集合地點報到,各組組長應先清點人數並檢查組員裝備是否齊備。
All crew should carry assigned fire-fighting equipment and report to assigned muster station. Each team leader should take roll call and check team members’ equipment as well.

5. 船長要求各組長報告人數及備便狀況,三副應協助船長記錄操演步驟的時間及內容,並模擬透過無線電發送安全信文給附近海域船舶或港務局。
The Master requests each team leader to report back the team members and fire-fighting equipment are ready for the task. The 3rd Officer should assist the Master to record the time of any steps and actions during the drill, and simulate through by the radio broadcasting the safety message to the ships in vicinity or port authority.

6. 當各組組長回報完畢後,船長宣佈起火貨櫃位於上甲板(裝載位置),指定甲板組為攻擊組,機艙組為掩護組,全體船員立即攜帶裝備經由xx路線接近至火災現場。
When all team leaders had finished their reporting, the Master then announces the fired container is at the upper deck (cell position). The deck team is assigned to the attacking team and the engine team is assigned to the covering team. All crew members carry his equipment through the way of (xxx) approaching to the fire scene.

7. 由於火勢可能起源於貨櫃內部,攻擊組應另外攜帶鑿式滅火噴頭及大鎚。
Owing to the source of fire probably came from the inner of the container. The attacking team should additionally carry chisel type nozzles and a heavy hammer.

8. 當滅火各組抵達火災現場後,由甲板組組長擔任現場滅火指揮,他應先選擇一個安全地點作為攻擊組、掩護組人員部署位置與醫療急救組待命位置。
When each team has arrived at the fire scene, the deck team leader should be the on-scene commander. He should firstly choose a safe place for deploying the attacking team and covering team, and for the medical team stand-by.

9. 在開始滅火作業前,現場指揮應先向船長報告火場狀況,包括正確起火位置、規模與性質,並做出滅火策略建議。
Prior to carry out fire-fighting operation, the on-scene commander should report the fire details to the Master first, which include the correct fire position, the scale and fire category etc. then suggesting the fire-fighting tactics.

10. 船長下令機艙控制組切斷貨艙電源及通風並啟動緊急泵浦。如船在航行中,須將船速降低至僅可維持舵效並調整船首向,使住艙及機艙部位保持在上風側,避免火勢蔓延到這些部位。
The Master then give order to the engine control team to cut off cargo holds ventilations, power supplies and start up emergency fire pump. If the ship is underway, reducing the speed to barely can keep on her course and altering ship’s heading to keep accommodation and engine space on the windward side in order to prevent the fire spreading to these areas.

11. 攻擊組組長報告船長:火災係貨櫃內貨物起火,並詢問該貨櫃貨物是否為危險貨?
The on-scene commander report to the Master that the fire is ignited from inside of the container, and request to verify whether the content of cargo is dangerous cargo or not?

12. 船長檢視Stowage planDG cargo manifest資料後回覆現場指揮:該貨櫃內並非危險貨且附近也無裝載危險貨,可直接使用海水滅火。
The Master check out the Stowage plan and DG cargo manifest then reply to the on-scene commander that the cargo in the fired container is not dangerous cargo and without any dangerous cargos in the vicinity. The fire-fighting team may use sea water to extinguish the fire.

13. 現場指揮在進行滅火行動前,應先確認安全撤退路線並從上風舷接近火場。
The on-scene commander should confirm a safe evacuating route prior to deploy the fire-fighting actions, and approach to the fire scene from windward side.

14. 為使貨櫃內燃燒物熄滅,攻擊組應使用鑿式滅火噴頭鑿穿貨櫃滅火,掩護組人員除以水霧掩護攻擊組人員外,也需同時在起火貨櫃外部灑水降溫避免火勢波及鄰近貨櫃。
For effectively extinguishing the fire inside of the container, the attacking team should use chisel type nozzle to penetrate the container for extinguishing inner fire. The covering team should not only cool down the attacking team members by water fog, but also sprinkle water over the outside of fired container to avoid the fire spread out to containers in the vicinity.

15. 若僅作滅火操演,當現場指揮報告船長貨櫃火已撲滅即可結束操演,若還包括棄船操演,則由現場指揮報告船長火勢太大無法撲滅,請求撤離火場。
If the drill only practices for fire-fighting, the drill can be finished while the on-scene commander report to the Master that the container fire has been extinguished. But however, if the abandon ship drill also included. The on-scene commander should report to the Master that the fire cannot be extinguished and request to retreat from the fire scene.

16. 船長收到撤離請求後,他應參考General Arrangement指示現場人員從火場撤離的安全路線。
When the Master receives retreating request, he should refer the “General Arrangement” plan to guide the on-scene team members a safe route for evacuating from the fire scene.

17. 在收到撤退命令後,現場指揮下令攻擊組撤離火場,在放下救火皮龍前要記得先關閉消防栓,以避免皮龍被強大的水壓驅使亂竄傷人。
When the retreating order has been received. The on-scene commander then gives order to retreat attacking team from the fire scene. Remember to shut down the fire hydrant first before releasing the fire hose and nozzle to prevent fire hose bite snap.

18. 在撤退時,各組組長須確實通知所有組員並能掌握全體組員行動。
During the evacuation, each team leader should ensure all of his team members are informed, and ensure all team members are acting under his control.

19. 掩護組負責以水霧阻隔火勢掩護所有人員撤離並最後離開火場。
The covering team is in charge to use water fog screening the fire to cover all crew evacuating and then leave the fire scene at the latest.

20. 當所有現場組員全部從火場撤離後,各組組長應立刻清點人數並報告船長全體組員已安全撤離。
When all on-scene team members are safely evacuated from the fire scene. Each team leader should take roll call to ensure all team members have safely evacuated and then report to the Master.

21. 船長考量棄船決定前應先諮詢船上重要幹部,取得共識之後才下令棄船。
The Master should consult with the on board key members to obtain a common consensus for making decision to abandon ship.

22. 當船長做出棄船決定並獲得其他重要幹部同意後,三副應施放棄船信號並廣播棄船命令,全體船員穿著救生衣,攜帶浸水衣及指定救生裝備至指定救生艇報到。
When the Master has made decision to abandon ship and agreed by other key members. The 3rd Mate should sound abandon ship signal and broadcast abandon ship order to all crew members. All crew members wear lifejacket, carry immersion suit and assigned life-saving equipment to the assigned life boat station.

23. 棄船前,駕駛台組應攜帶指定的文件及救生設備,並且別忘了取出航行記錄器的記憶卡。
Prior to abandon ship, the bridge team should carry the assigned documents and life-saving equipment, and do not forget to retrieve the memory card from VDR.

24. 棄船前,機艙控制組應關閉主機、各種副機、鍋爐、通風、燃油等系統。
Prior to abandon ship, the engine control team should shut down main engine, auxiliary engine, boiler, ventilation, fuel supplies etc.

25. 當所有船員抵達救生艇集合點時,各艇艇長應清點人數,檢查救生衣穿著及救生裝備是否齊備等,然後報告船長備便棄船。
When all the crew members have arrived to the life boat station. Each boat leader should take roll call, check lifejacket wearing and life-saving equipment etc. then report to the Master ready for abandon ship.

 

危險貨失火情況:
Scenario for dangerous cargo fire:

1. 如果起火的貨櫃經證實內部係危險貨物,船長應要求所有救火組遠離火場並保持在上風處,等待查明危險貨性質與安全救援方法後才能展開行動。
If the fired container is confirmed contenting the dangerous cargo inside. The Master should request all fire-fighting teams staying away from the fire scene and keep in the windward side. Waiting for confirming the dangerous cargo’s characteristics and the safety rescue methods before deploy the actions.

2. 船長須根據EmS Guide相關的滅火指南,指導救火組員進行滅火行動。
The Master should refer the relevant Emergency Response Procedures (The EmS Guide) to instruct the fire-fighting teams dealing with the fire.

3. 如果火災導致危險貨發生洩漏,在撲滅火勢後,船長須根據EmS Guide相關指南處理洩漏,所有現場組員處理洩漏危險物質時,均需穿戴適當的化學防護衣、呼吸器、護目鏡及手套等。
If the fire causes dangerous cargo spilling out. After extinguished the fire, the Master should refer the relevant EmS guide to handle the spillage. All on-scene team members should wear appropriate chemical protect suit, breathing apparatus with goggles and gloves to handle the spilled substances.

4. 在滅火或清除洩漏行動中,如果有人不慎吸入有毒氣體或接觸到腐蝕或傳染性物質時,醫療組應根據MFAG相關的指南,做適當的醫療急救處理。
During the fire-fighting or spillage cleaning action. If the team members carelessly inhaled toxic gas or contacted the corrosive or infectious substances, the medical team should follow the relevant Medical First Aid Guide (MFAG) to give appropriate medical first aid treatment.

5. 如果船上無法遏止有毒物質擴散,在保護全體船員生命的最高前提下,船長應立即做出棄船決定,如果船舶在港應立即疏散船員不可遲疑,同時須發送緊急信文警告附近船舶或港務當局作應變處理。
If the ship’s hands can not stem the toxic substance spreading, the first priority concern is to save all crew members’ human life. The Master should not hesitate to make the decision of abandon ship or evacuate the crew if ship is berthed at port, and send the emergency message to alert the vicinity vessels or to the port authority for emergency measures.

 

在操演結束後,船長要召集所有船員開一個操演檢討會,首先由船長對操演作講評,然後由各組組長檢討操演的結果以作為下次操演改進的參考。
After completed the drill, the Master should hold a debriefing meeting attended by all crew members to discuss the result of drill. The Master will give a comment to review the drill first then each team leader should discuss and comment the result of drill in order to improve the performance during the next drill.

Shipboard fire alarm will ring out, the Duty Officer should rush to the “Fire control room” or to the bridge to confirm the fire position and send somebody to the scene to verify the situation.

3. 當確認發生火災之後,當班人員應立即啟動General Alarm並廣播全體就救火部署。
When the fire accident has been confirmed, the Duty Officer should sound the “General Alarm” and broadcast to all crew members to carry out fire-fighting muster.

4. 船長上駕駛台擔任救火總指揮,他應先從煙火偵測器面板上確認火災區域,並攤開General ArrangementFire control plan確認火場位置及六個鄰接面的情況。

5. 全體船員應攜帶指定救火裝備至指定集合地點報到,各組組長應先清點人數並檢查組員裝備是否齊備。
All crew should carry assigned fire-fighting equipment and report to assigned muster station. Each team leader should take roll call and check team members’equipment as well.

6. 船長要求各組長報告人數及備便狀況,三副應協助船長記錄操演步驟的時間及內容,並模擬透過無線電發送安全信文給附近海域船舶或港務局。
The Master requests each team leader to report back the team members and fire-fighting equipment are ready for the task. The 3rd Officer should assist the Master to record the time of any steps and actions during the drill, and simulate through by the radio broadcasting the safety message to the ships in vicinity or port authority.

When each team has arrived at the fire scene, the deck team leader should be the on-scene commander. He should firstly choose a safe place for deploying the attacking team and covering team, and for the medical team stand-by.

10. 船長在檢視General Arrangement圖面後,通知現場指揮有關火場六個鄰接面的情況,由於本公司船隊油漆庫房大多與氧氣乙炔鋼瓶庫房相鄰,因此在接進火場之前應先移除易燃危險物。
The Master should check the “General Arrangement” plan and inform the six adjacent boundaries information to the on-scene commander. Due to most of our company’s fleet are designed the paint locker adjacent to Oxygen & Acetylene cylinders locker. Therefore, remove the combustible danger goods before approaching to the fire scene is the first concern.

11. 除了移除危險物之外,船長還應指示醫療組應加接一條消防皮龍,用於冷卻位於油漆庫房上方的貨櫃甲板,以防止火勢蔓延。
Except removing the danger goods, the Master should also give order to medical team to connect an additional fire hose for the purpose of cooling container deck on above of paint locker to prevent fire spreading.

12. 在移除了危險物並冷卻高風險的鄰接區域後,船長下令機艙控制組切斷油漆庫房電源並啟動緊急泵浦,醫療組關閉通風擋板。
After removed danger goods and cooled high risk adjacent area. The Master gives order to the engine control team to cut off the paint locker power and start up emergency fire pump, order medical team to shut down damper.

13. 現場指揮在進行滅火行動前,應先確認安全撤退路線。
The on-scene commander should confirm a safe evacuating route before launching the fire-fighting actions.

14. 機艙控制室組向船長回報油漆庫房電源已切斷、緊急滅火泵浦已啟動,醫療組回報通風擋板已關閉。
The engine control team report back to the Master that the paint locker power supply has cut off and emergency fire pump has started, the medical team report back the damper has shut down.

15. 船長下令現場指揮可以開始進行救火行動,攻擊組在掩護組的水霧掩護下接近火場。
The Master then gives order to on-scene commander that he can deploy the fire-fighting actions. The attacking team approach to the fire scene under cover of water fog cooling by the covering team.

16. 現場指揮報告船長火勢太大無法撲滅,請求撤離火場。
The on-scene commander report to the Master that the fire cannot be extinguished and request to retreat from the fire scene.

17. 船長收到撤離請求後,他應參考General Arrangement指示現場人員從火場撤離的安全路線。
When the Master receives retreating request, he should refer the “General Arrangement” plan to guide the on-scene team members a safe route for evacuating from the fire scene.

18. 在收到撤退命令後,現場指揮下令攻擊組撤離火場,在放下救火皮龍前要記得先關閉消防栓,以避免皮龍被強大的水壓驅使亂竄傷人。
When the retreating order has been received. The on-scene commander then gives order to retreat attacking team from the fire scene. Remember to shut down the fire hydrant first before releasing the fire hose and nozzle to prevent fire hose bite snap.

19. 在撤退時,各組組長須確實通知所有組員並能掌握全體組員行動。
During the evacuation, each team leader should ensure all of his team members are informed, and ensure all team members are acting under his control.

20. 掩護組負責以水霧阻隔火勢掩護所有人員撤離並最後離開火場,撤離時須隨手將庫房艙門戶緊閉。
The covering team is in charge to use water fog screening the fire to cover all crew evacuating and then leave the fire scene at the latest. During the evacuation, the locker door should be closed down.

21. 當所有現場組員全部從火場撤離後,各組組長應立刻清點人數並報告船長全體組員已安全撤離。
When all on-scene team members are safely evacuated from the fire scene. Each team leader should take roll call to ensure all team members have safely evacuated and then report to the Master.

22. 船長得知全體人員已安全撤離火場後,下令大管前往CO2間釋放油漆庫房CO2滅火系統。
When the Master has informed that all crew were safely evacuated from the fire scene. He then orders the 2nd Engineer go to CO2 room to release the paint locker CO2 extinguish system.

23. CO2成功釋放後,滅火操演到這個階段就可結束,若還須操演棄船,船長應令待命組員派遣火場巡邏員檢查滅火成效。
While the CO2 has been released successfully, the fire-fighting drill can be finished at this stage. But however, if the abandon ship drill also needs to be carried out. The Master should order stand-by team members to send fire patrols to check the effect of CO2 extinguishing.

24. 火場巡邏員回報火勢已經從油漆庫房漫延開來,根據這種情況足以證明CO2滅火已經失敗,船長在考量棄船決定前應先諮詢船上重要幹部,取得共識之後才下令棄船。
The fire patrols report back the fire spread out from the paint locker. According to this situation, the CO2 failed to extinguish the fire is affirmed. The Master should consult with the on board key members to obtain a common consensus for making decision to abandon ship.

25. 船長考量棄船決定前應先諮詢船上重要幹部,取得共識之後才下令棄船。
The Master should consult with the on board key members to obtain a common consensus for making decision to abandon ship.

26. 當船長做出棄船決定並獲得其他重要幹部同意後,三副應施放棄船信號並廣播棄船命令,全體船員穿著救生衣,攜帶浸水衣及指定救生裝備至指定救生艇報到。
When the Master has made decision to abandon ship and agreed by other key members. The 3rd Mate should sound abandon ship signal and broadcast abandon ship order to all crew members. All crew members wear lifejacket, carry immersion suit and assigned life-saving equipment to the assigned life boat station.

27. 棄船前,駕駛台組應攜帶指定的文件及救生設備,並且別忘了取出航行記錄器的記憶卡。
Prior to abandon ship, the bridge team should carry the assigned documents and life-saving equipment, and do not forget to retrieve the memory card from VDR.

28. 棄船前,機艙控制組應關閉主機、各種副機、鍋爐、通風、燃油等系統。
Prior to abandon ship, the engine control team should shut down main engine, auxiliary engine, boiler, ventilation, fuel supplies etc.

29. 當所有船員抵達救生艇集合點時,各艇艇長應清點人數,檢查救生衣穿著及救生裝備是否齊備等,然後報告船長備便棄船。
When all the crew members have arrived to the life boat station. Each boat leader should take roll call, check lifejacket wearing and life-saving equipment etc. then report to the Master ready for abandon ship.

 

在操演結束後,船長要召集所有船員開一個操演檢討會,首先由船長對操演作講評,然後由各組組長檢討操演的結果以作為下次操演改進的參考。
After completed the drill, the Master should hold a debriefing meeting attended by all crew members to discuss the result of drill. The Master will give a comment to review the drill first then each team leader should discuss and comment the result of drill in order to improve the performance during the next drill.

廚房滅火操演模擬情境:
Fire-fighting drill scenario for galley fire:

1. 利用測試桿啟動廚房煙霧偵測器。
Initiate the galley room smoke detector sensors by using test device.

2. 船上火災警報響將會響起,當班人員應立刻至「Fire control room」或駕駛台檢視火災警報位置並派人到現場確認狀況。
Shipboard fire alarm will ring out, the Duty Officer should rush to the “Fire control room” or to the bridge to confirm the fire position and send somebody to the scene to verify the situation.

3. 當確認發生火災之後,當班人員應立即啟動General Alarm並廣播全體就救火部署。
When the fire accident has been confirmed, the Duty Officer should sound the “General Alarm” and broadcast to all crew members to carry out fire-fighting muster.

4. 船長上駕駛台擔任救火總指揮,他應先從煙火偵測器面板上確認火災區域,並攤開General ArrangementFire control plan確認火場位置及六個鄰接面的情況。
The Master goes to the bridge as a fire-fighting general commander. He should verify the fire area from the fire detector panel first then unfolding the “General Arrangement” and “Fire Control Plan” to check the place of fire and its six adjacent boundaries condition.

5. 全體船員應攜帶指定救火裝備至指定集合地點報到,各組組長應先清點人數並檢查組員裝備是否齊備。
All crew should carry assigned fire-fighting equipment and report to assigned muster station. Each team leader should take roll call and check team members’ equipment as well.

6. 船長要求各組長報告人數及備便狀況,三副應協助船長記錄操演步驟的時間及內容,並模擬透過無線電發送安全信文給附近海域船舶或港務局。
The Master requests each team leader to report back the team members and fire-fighting equipment are ready for the task. The 3rd Officer should assist the Master to record the time of any steps and actions during the drill, and simulate through by the radio broadcasting the safety message to the ships in vicinity or port authority.

7. 醫療組組長報告失蹤大廚一名。
The medical team leader reports to the Mater that the Chief Cook is missing.

8. 船長要三副記下失蹤人員的級職、姓名,然後指示各組人員在滅火行動中要注意搜尋失蹤人員。
The Master ask 3rd Officer to note the missing crew’s rank and name, then instruct each team should beware of finding the missing crew during the fire-fighting actions.

9. 當各組組長回報完畢後,船長宣佈起火地點為「廚房」。指定甲板組為攻擊組,機艙組為掩護組,全體船員立即攜帶裝備經由xx路線接近火災現場。
When all team leaders had finished their reporting, the Master then announces the fired place is in the galley room. The deck team is assigned to the attacking team and the engine team is assigned to the covering team. All crew members carry his equipment through the way of (xxx) approaching to the fire scene.

10. 由於廚房失火可能是電器火或油類火,滅火組應另外攜帶手提式CO2或乾粉滅火器。
Owing to the category of fire in the galley room is probably classified as electric fire or oil fire. The attacking team should additionally carry portable CO2 or dry powder extinguisher.

11. 當滅火各組抵達火災現場後,由甲板組組長擔任現場滅火指揮,他應先選擇一個安全地點作為攻擊組、掩護組人員部署位置與醫療急救組待命位置。
When each team has arrived at the fire scene, the deck team leader should be the on-scene commander. He should firstly choose a safe place for deploying the attacking team and covering team, and for the medical team stand-by.

12. 在開始滅火作業前,現場指揮應先向船長報告火場狀況,包括正確起火位置、規模與性質,並做出滅火策略建議。
Prior to carry out fire-fighting operation, the on-scene commander should report the fire details to the Master first, which include the correct fire position, the scale and fire category etc. then suggesting the fire-fighting tactics.

13. 現場指揮向船長報告火災係因爐灶起火且火勢已蔓延,在進入火場前要求先切斷廚房電源、抽風及使用中的進氣擋板。
The on-scene commander report to the Master that the fire is caused by range fire and the fire had spread out. Request to isolate galley power supply and shut down extracts and operated dampers before entering the fire scene.

14. 在了解火場情況並確定救火計畫之後,船長下令機艙控制組切斷廚房電源及通風並啟動緊急泵浦
After understanding the fire scene details and making the fire-fighting decision, the Master gives order to the engine control team to cut off the galley power supply and ventilation and start up emergency fire pump.

15. 現場指揮在進行滅火行動前,應先確認安全撤退路線。
The on-scene commander should confirm a safe evacuating route before launching the fire-fighting actions.

16. 機艙控制室組向船長回報廚房電源與通風已切斷、緊急滅火泵浦已啟動。
The engine control team report back to the Master that the galley power supply and ventilation has cut off and emergency fire pump has started.

17. 船長下令現場指揮可以開始進行救火行動,攻擊組在掩護組的水霧掩護下接近火場。
The Master then gives order to on-scene commander that he can deploy the fire-fighting actions. The attacking team approach to the fire scene under cover of water fog cooling by the covering team.

18. 攻擊組進入火場後發現失蹤的大廚受傷倒臥在廚房內,現場指揮立刻報告船長失蹤船員已在廚房找到但人已受傷。
After entering the fire scene, the attacking team discovers the missed chief cook who is injured and lay down on the floor at the galley. The on-scene commander reports to the Master immediately that the missing crew is found and suffered injuries.

19. 船長命令暫停救火,先將傷患救出火場,並且指示醫療組準備擔架在火場外備便。
The Master gives order to suspend the fire-fighting actions and rescue the injured crew out of fire scene in priority. Then order the medical team to prepare stretcher and stand-by at outside of the fire scene.

20. 當現場指揮收到船長命令後,下令攻擊組關閉消防水栓,待救火皮龍水壓消失後放下救火噴頭,在掩護組冷卻掩護下將傷患搬離火場交給醫療組急救。
When received the order from the Master, the on-scene commander gives order to shut down the attacking team’s fire hydrant and waiting for the water pressure dispersed then put down the nozzle. Then rescue the injured crew from the fire scene under cooling covered by the covering team and handing over to the medical team for first aid treatment.

21. 當攻擊組完成救人任務並向船長報告後,船長指示現場指揮繼續滅火行動。
When the attacking team has finished the rescuing task and reported back to the Master. The Master then instructs to the on-scene commander resuming the fire-fighting action.

22. 攻擊組在掩護組冷卻掩護下回到火場,當組員握好消防噴頭及皮龍後,現場指揮下令開啟消防水栓繼續滅火行動。
By the covering team’s cooling cover, the attacking team returns to the fire scene. When the team members hold the nozzle and hose. The on-scene commander gives order to open the fire hydrant resuming the fire-fighting actions.

23. 醫療組在火場外檢查傷患情況及生命跡象,然後給予必要之急救(上氧氣罩、傷口包紮、骨折固定等)。並將傷患情況報告船長。
The medical team at the outside of fire scene check over the injured crew’s condition and signs of life then give the necessary first aid treatments (wearing the oxygen mask, wrapping the wound, fixing the fracture etc.). Then report the condition of injury to the Master.

24. 船長應先檢視General Arrangement然後指示一條安全路線將傷患撤離火場,掩護組組員或後備人員可暫時抽調人力支援醫療組搬運傷患。
The Master should check the “General Arrangement” plan then instruct a safe route for evacuating the injured crew out of the fire scene. The covering team members or back up crew can temporarily dispatch to assist the medical team transferring the injured crew.

25. 若僅作滅火操演,當現場指揮報告船長廚房火已撲滅即可結束操演,若還包括棄船操演,則由現場指揮報告船長火勢太大無法撲滅,請求撤離火場。
If the drill only practices for fire-fighting, the drill can be finished while the on-scene commander report to the Master that the galley fire has been extinguished. But however, if the abandon ship drill also included. The on-scene commander should report to the Master that the fire cannot be extinguished and request to retreat from the fire scene.

26. 船長收到撤離請求後,他應參考General Arrangement指示現場人員從火場撤離的安全路線。

The covering team is in charge to use water fog screening the fire to cover all crew evacuating and then leave the fire scene at the latest. During the evacuation, all the compartments doors should be closed down.

30. 當所有現場組員全部從火場撤離後,各組組長應立刻清點人數並報告船長全體組員已安全撤離。
When all on-scene team members are safely evacuated from the fire scene. Each team leader should take roll call to ensure all team members have safely evacuated and then report to the Master.

31. 船長考量棄船決定前應先諮詢船上重要幹部,取得共識之後才下令棄船。
The Master should consult with the on board key members to obtain a common consensus for making decision to abandon ship.

32. 當船長做出棄船決定並獲得其他重要幹部同意後,三副應施放棄船信號並廣播棄船命令,全體船員穿著救生衣,攜帶浸水衣及指定救生裝備至指定救生艇報到。

7. 當各組組長回報完畢後,船長宣佈起火地點為機艙「發電機間」。指定機艙組為攻擊組,甲板組為掩護組,全體船員立即攜帶裝備經由xx路線接近火災現場。
When all team leaders had finished their reporting, the Master then announces the fired place is in the engine space generator room. The engine team is assigned to the attacking team and the deck team is assigned to the covering team. All crew members carry his equipment through the way of (xxx) approaching to the fire scene.

8. 由於發電機間失火可能是電器火或油類火,滅火組應另外攜帶手提CO2及親水式泡沫滅火器。
Owing to the category of fire in the generator room is probably classified as electric fire or oil fire. The fire-fighting teams should additionally carry portable CO2 and AFFF form extinguisher (Aqueous Film Forming Form).

9. 當滅火各組抵達火災現場後,由機艙組組長擔任現場滅火指揮,他應先選擇一個安全地點作為攻擊組、掩護組人員部署位置與醫療急救組待命位置。
When each team has arrived at the fire scene, the engine team leader should be the on-scene commander. He should firstly choose a safe place for deploying the attacking team and covering team, and for the medical team stand-by.

10. 在開始滅火作業前,現場指揮應先向船長報告火場狀況,包括正確起火位置、規模與性質,並做出滅火策略建議。
Prior to carry out fire-fighting operation, the on-scene commander should report the fire details to the Master first, which include the correct fire position, the scale and fire category etc. then suggesting the fire-fighting tactics.

11. 現場指揮向船長報告:火災係因發電機供油管路破裂,漏油濺到高溫裝置造成起火。在進入火場前要求先切斷發電機間電源、抽風及使用中的進氣擋板。
The on-scene commander report to the Master that the fire is caused by generator’s fuel supply pipe broken, the oil spill out to high temperature device to catch fire. Request to isolate generator room power supply and shut down extracts and operated dampers before entering the fire scene.

12. 在了解火場情況並確定救火計畫之後,船長下令機艙控制組切斷發電機燃油供應、發電機間電源及通風,並啟動緊急泵浦
After understanding the fire scene details and making the fire-fighting decision, the Master gives order to the engine control team to cut off the generator’s fuel supply, generator room power supply and ventilation and start up emergency fire pump.

13. 現場指揮在進行滅火行動前,應先確認安全撤退路線。
The on-scene commander should confirm a safe evacuating route before launching the fire-fighting actions.

14. 機艙控制室組向船長回報發電機間電源與通風已切斷、緊急滅火泵浦已啟動。
The engine control team report back to the Master that the generator room power supply and ventilation has cut off and emergency fire pump has started.

15. 船長下令現場指揮可以開始進行救火行動,攻擊組在掩護組的水霧掩護下接近火場。
The Master then gives order to on-scene commander that he can deploy the fire-fighting actions. The attacking team approach to the fire scene under cover of water fog cooling by the covering team.

16. 由於係油類火,進攻組應使用泡沫滅火劑滅火,掩護組使用水霧掩護攻擊組接近火場。
Owing to the category of fire is oil fire. The attacking team should use foam agent to extinguish the oily fire. The covering team should use water fog cooling down the attacking team while approaching to the fire scene.

17. 現場指揮在火場指揮滅火時不慎摔傷,掩護組組長應立刻接替現場指揮職務並報告船長。
During the fire-fighting actions, the on-scene commander has fell down and injured. The leader of covering team should take over the place of on-scene commander immediately and report to the Master.

18. 船長命令暫停救火,先將受傷的組長救出火場,並且指示醫療組準備擔架在火場外備便。
The Master gives order to suspend the fire-fighting actions and rescue the injured team leader out of fire scene in priority. Then order the medical team to prepare stretcher and stand-by at outside of the fire scene.

19. 當現場指揮收到船長命令後,下令攻擊組關閉消防水栓,待救火皮龍水壓消失後放下救火噴頭,在掩護組冷卻掩護下將受傷組長搬離火場交給醫療組急救。
When received the order from the Master, the on-scene commander gives order to shut down the attacking team’s fire hydrant and waiting for the water pressure dispersed then put down the nozzle. Then rescue the injured team leader from the fire scene under cooling covered by the covering team and handing over to the medical team for first aid treatment.

20. 當攻擊組完成救人任務並向船長報告後,船長指示現場指揮繼續滅火行動。
When the attacking team has finished the rescuing task and reported back to the Master. The Master then instructs to the on-scene commander resuming the fire-fighting action.

21. 攻擊組在掩護組冷卻掩護下回到火場,當組員握好消防噴頭及皮龍後,現場指揮下令開啟消防水栓繼續滅火行動。
By the covering team’s cooling cover, the attacking team returns to the fire scene. When the team members hold the nozzle and hose. The on-scene commander gives order to open the fire hydrant resuming the fire-fighting actions.

22. 醫療組在火場外檢查傷患情況及生命跡象,然後給予必要之急救(上氧氣罩、傷口包紮、骨折固定等)。並將傷患情況報告船長。
The medical team at the outside of fire scene check over the injured crew’s condition and signs of life then give the necessary first aid treatments (wearing the oxygen mask, wrapping the wound, fixing the fracture etc.). Then report the condition of injury to the Master.

23. 船長應先檢視General Arrangement然後指示一條安全路線將傷患撤離火場,掩護組組員或後備人員可暫時抽調人力支援醫療組搬運傷患。
The Master should check the “General Arrangement” plan then instruct a safe route for evacuating the injured crew out of the fire scene. The covering team members or back up crew can temporarily dispatch to assist the medical team transferring the injured crew.

24. 現場指揮報告船長火勢太大無法撲滅,請求撤離火場並建議使用CO2滅火系統滅火。
The on-scene commander report to the Master that the fire cannot be extinguished, request retreating from the fire scene and suggest using the CO2 extinguish system to extinguish the fire.

25. 船長收到撤離請求後,他應參考General Arrangement指示現場人員從火場撤離的安全路線。
When the Master receives retreating request, he should refer the “General Arrangement” plan to guide the on-scene team members a safe route for evacuating from the fire scene.

26. 在收到撤退命令後,現場指揮下令攻擊組撤離火場,在放下救火皮龍前要記得先關閉消防栓,以避免皮龍被強大的水壓驅使亂竄傷人。
When the retreating order has been received. The on-scene commander then gives order to retreat attacking team from the fire scene. Remember to shut down the fire hydrant first before releasing the fire hose and nozzle to prevent fire hose bite snap.

27. 在撤退時,各組組長須確實通知所有組員並能掌握全體組員行動。
During the evacuation, each team leader should ensure all of his team members are informed, and ensure all team members are acting under his control.

28. 掩護組負責以水霧阻隔火勢掩護所有人員撤離並最後離開火場,撤離時須隨手將各隔艙門戶緊閉。
The covering team is in charge to use water fog screening the fire to cover all crew evacuating and then leave the fire scene at the latest. During the evacuation, all the compartments doors should be closed down.

29. 當所有現場組員全部從火場撤離後,各組組長應立刻清點人數並報告船長全體組員已安全撤離。
When all on-scene team members are safely evacuated from the fire scene. Each team leader should take roll call to ensure all team members have safely evacuated and then report to the Master.

30. 機艙控制組轉移到「Fire control room」後,應立刻遙控關閉機艙所有通風擋板及電源並向船長回報。
Engine control team transfer to the “Fire control room”, remote-controlled shut down all the engine space dampers and power supply then report back to the Master.

31. 人數清點完畢後,現場指揮權將轉移給位於「Fire control room」的機艙控制組組長,二管應到CO2間待命(因為大管已經受傷),其他組員在各組組長的指揮下待命於安全場所。
After roll call, the authority of on-scene commander should hand over to the engine control team leader who is at the “Fire control room” now. The 3nd Engineer should go to CO2 room stand-by (due to the 2nd Engineer was injured). The rest of team members under each team leader’s command staying at the safe place stand-by.

32. 船長得知全體人員已安全撤離機艙後,下令現場指揮在「Fire control room」遙控釋放機CO2滅火系統。
When the Master has informed that all crew were safely evacuated from the engine space. He then gives order to the on-scene commander remote-controlled release the engine space CO2 extinguish system.

33. 二管在CO2間確認CO2是否正常釋放,如CO2鋼瓶並未做動則立即改由現場手動釋放。
The 3nd Engineer at the CO2 room checks whether the CO2 has been released in good order or not. If the CO2 cylinders did not react, he should release the CO2 manually at the local site.

34. CO2成功釋放後,滅火操演到這個階段就可結束,若還須操演棄船,船長應令待命組員派遣火場巡邏員檢查滅火成效。
While the CO2 has been released successfully, the fire-fighting drill can be finished at this stage. But however, if the abandon ship drill also needs to be carried out. The Master should order stand-by team members to send fire patrols to check the effect of CO2 extinguishing.

35. 火場巡邏員回報火勢已從機艙漫延開來,根據這種情況足以證明CO2滅火已經失敗,船長在考量棄船決定前應先諮詢船上重要幹部,取得共識之後才下令棄船。
The fire patrols report back the fire spread out from the engine space. According to this situation, the CO2 failed to extinguish the fire is affirmed. The Master should consult with the on board key members to obtain a common consensus for making decision to abandon ship.

36. 當船長做出棄船決定並獲得其他重要幹部同意後,三副應施放棄船信號並廣播棄船命令,全體船員穿著救生衣,攜帶浸水衣及指定救生裝備至指定救生艇報到。
When the Master has made decision to abandon ship and agreed by other key members. The 3rd Mate should sound abandon ship signal and broadcast abandon ship order to all crew members. All crew members wear lifejacket, carry immersion suit and assigned life-saving equipment to the assigned life boat station.

37. 棄船前,駕駛台組應攜帶指定的文件及救生設備,並且別忘了取出航行記錄器的記憶卡。
Prior to abandon ship, the bridge team should carry the assigned documents and life-saving equipment, and do not forget to retrieve the memory card from VDR.

38. 棄船前,機艙控制組應關閉主機、各種副機、鍋爐、通風、燃油等系統。
Prior to abandon ship, the engine control team should shut down main engine, auxiliary engine, boiler, ventilation, fuel supplies etc.

39. 當所有船員抵達救生艇集合點時,各艇艇長應清點人數,檢查救生衣穿著及救生裝備是否齊備等,然後報告船長備便棄船。
When all the crew members have arrived to the life boat station. Each boat leader should take roll call, check lifejacket wearing and life-saving equipment etc. then report to the Master ready for abandon ship.

 

在操演結束後,船長要召集所有船員開一個操演檢討會,首先由船長對操演作講評,然後由各組組長檢討操演的表現以作為下次操演改進的參考。
After completed the drill, the Master should hold a debriefing meeting attended by all crew members to discuss the result of drill. The Master will give a comment to review the drill first then each team leader should discuss and comment the result of drill in order to improve the performance during the next drill.

機艙淨油機間滅火操演模擬情境:
Fire-fighting drill scenario for engine space oil purifier room fire:

1. 利用測試桿啟動機艙淨油機間煙霧偵測器。
Initiate the engine space oil purifier room smoke detector sensors by using test device.

2. 船上火災警報響將會響起,當班人員應立刻至「Fire control room」或駕駛台檢視火災警報位置並派人到現場確認狀況。
Shipboard fire alarm will ring out, the Duty Officer should rush to the “Fire control room” or to the bridge to confirm the fire position and send somebody to the scene to verify the situation.

3. 當確認發生火災之後,當班人員應立即啟動General Alarm並廣播全體就救火部署。
When the fire accident has been confirmed, the Duty Officer should sound the “General Alarm” and broadcast to all crew members to carry out fire-fighting muster.

4. 船長上駕駛台擔任救火總指揮,他應先從煙火偵測器面板上確認火災區域,並攤開General Arrangement及Fire control plan確認火場位置及六個鄰接面的情況。
The Master goes to the bridge as a fire-fighting general commander. He should verify the fire area from the fire detector panel first, then unfolding the “General Arrangement” and “Fire Control Plan” to check the place of fire and its six adjacent boundaries condition.

5. 全體船員應攜帶指定救火裝備至指定集合地點報到,各組組長應先清點人數並檢查組員裝備是否齊備。
All crew should carry assigned fire-fighting equipment and report to assigned muster station. Each team leader should take roll call and check team members’ equipment as well.

6. 船長要求各組長報告人數及備便狀況,三副應協助船長記錄操演步驟的時間及內容,並模擬透過無線電發送安全信文給附近海域船舶或港務局。
The Master requests each team leader to report back the team members and fire-fighting equipment are ready for the task. The 3rd Officer should assist the Master to record the time of any steps and actions during the drill, and simulate through by the radio broadcasting the safety message to the ships in vicinity or port authority.

7. 可能會有一組組長報告船長一名組員失蹤(級職、姓名)。
May one of the team leader will report to the Master that his team is missing one crew. (rank & name: xxx)

8. 船長要三副記下失蹤人員的級職、姓名,然後指示各組人員在滅火行動中要注意搜尋失蹤人員。
The Master ask 3rd Officer to note the missing crew’s rank and name, then instruct each team should beware of finding the missing crew during the fire-fighting actions.

9. 當各組組長回報完畢後,船長宣佈起火地點為機艙「淨油機間」。指定機艙組為攻擊組,甲板組為掩護組,全體船員立即攜帶裝備經由xx路線接近火災現場。

19. 攻擊組進入火場後發現失蹤船員受傷倒臥在淨油機間內,現場指揮立刻報告船長發現傷患一名。
After entering the fire scene, the attacking team discovers the missed crew who was wounded and lying down on the floor at the oil purifier room. The on-scene commander reports to the Master immediately that the wounded crew was found in the oil purifier room.

20. 船長命令現場指揮暫停救火,先將傷患救出火場,並且指示醫療組準備擔架在火場外備便。
The Master gives order to the on-scene commander to suspend the fire-fighting actions and rescue the injured crew out of fire scene in priority. Then order the medical team to prepare stretcher and stand-by at outside of the fire scene.

21. 當現場指揮收到船長命令後,下令攻擊組關閉消防水栓,待救火皮龍水壓消失後放下救火噴頭,在掩護組冷卻掩護下將傷患搬離火場交給醫療組急救。

28. 在收到撤退命令後,現場指揮下令攻擊組撤離火場,在放下救火皮龍前要記得先關閉消防栓,以避免皮龍被強大的水壓驅使亂竄傷人。
When the retreating order has been received. The on-scene commander then gives order to retreat attacking team from the fire scene. Remember to shut down the fire hydrant first before releasing the fire hose and nozzle to prevent fire hose bite snap.

29. 在撤退時,各組組長須確實通知所有組員並能掌握全體組員行動。
During the evacuation, each team leader should ensure all of his team members are informed, and ensure all team members are acting under his control.

30. 掩護組負責以水霧阻隔火勢掩護所有人員撤離並最後離開火場,撤離時須隨手將各隔艙門戶緊閉。
The covering team is in charge to use water fog screening the fire to cover all crew evacuating and then leave the fire scene at the latest. During the evacuation, all the compartments doors should be closed down.

31. 當所有現場組員全部從火場撤離後,各組組長應立刻清點人數並報告船長全體組員已安全撤離。

33. 人數清點完畢後,現場指揮權將轉移給位於「Fire control room」的機艙控制組組長,大管應到CO2間待命,其他組員在各組組長的指揮下待命於安全場所。
After roll call, the authority of on-scene commander should hand over to the engine control team leader who is at the “Fire control room” now. The2nd Engineer should go to CO2 room stand-by. The rest of team members under each team leader’s command staying at the safe place stand-by.

34. 船長得知全體人員已安全撤離機艙後,下令現場指揮在「Fire control room」遙控釋放淨油機間CO2滅火系統。
When the Master has informed that all crew were safely evacuated from the engine space. He then gives order to the on-scene commander remote-controlled release the purifier room CO2 extinguish system.

35. 大管在CO2間確認CO2是否正常釋放,如CO2鋼瓶並未做動則立即改由現場手動釋放。
The 2nd Engineer at the CO2 room checks whether the CO2 has been released in good order or not. If the CO2 cylinders did not react, he should release the CO2 manually at the local site.

36. 當CO2成功釋放後,滅火操演到這個階段就可結束,若還須操演棄船,船長應令待命組員派遣火場巡邏員檢查滅火成效。
While the CO2 has been released successfully, the fire-fighting drill can be finished at this stage. But however, if the abandon ship drill also needs to be carried out. The Master should order stand-by team members to send fire patrols to check the effect of CO2 extinguishing.

37. 火場巡邏員回報火勢已經從淨油機間漫延開來,根據這種情況足以證明CO2滅火已經失敗,船長在考量棄船決定前應先諮詢船上重要幹部,取得共識之後才下令棄船。
The fire patrols report back the fire spread out from the purifier room. According to this situation, the CO2 failed to extinguish the fire is affirmed. The Master should consult with the on board key members to obtain a common consensus for making decision to abandon ship.

38. 當船長做出棄船決定並獲得其他重要幹部同意後,三副應施放棄船信號並廣播棄船命令,全體船員穿著救生衣,攜帶浸水衣及指定救生裝備至指定救生艇報到。
When the Master has made decision to abandon ship and agreed by other key members. The 3rd Mate should sound abandon ship signal and broadcast abandon ship order to all crew members. All crew members wear lifejacket, carry immersion suit and assigned life-saving equipment to the assigned life boat station.

39. 棄船前,駕駛台組應攜帶指定的文件及救生設備,並且別忘了取出航行記錄器的記憶卡。
Prior to abandon ship, the bridge team should carry the assigned documents and life-saving equipment, and do not forget to retrieve the memory card from VDR.

40. 棄船前,機艙控制組應關閉主機、各種副機、鍋爐、通風、燃油等系統。
Prior to abandon ship, the engine control team should shut down main engine, auxiliary engine, boiler, ventilation, fuel supplies etc.

41. 當所有船員抵達救生艇集合點時,各艇艇長應清點人數,檢查救生衣穿著及救生裝備是否齊備等,然後報告船長備便棄船。
When all the crew members have arrived to the life boat station. Each boat leader should take roll call, check lifejacket wearing and life-saving equipment etc. then report to the Master ready for abandon ship.

 

在操演結束後,船長要召集所有船員開一個操演檢討會,首先由船長對操演作講評,然後由各組組長檢討操演的表現以作為下次操演改進的參考。
After completed the drill, the Master should hold a debriefing meeting attended by all crew members to discuss the result of drill. The Master will give a comment to review the drill first then each team leader should discuss and comment the result of drill in order to improve the performance during the next drill.
